As the country marks its 60th Independence anniversary, Lagos State police Command has said there will be no room for rallies in the state

The Commissioner of Police, Mr Hakeem Odumisu on Wednesday instructed officers and men of the command to disallow any group from staging rallies or protests within the state to mark the nation’s 60th Independence anniversary.

Nigeria gained independence from the British Government on October 1, 1960.

Odumosu, in a statement by the command’s Public Relations Officer (PRO), SP Olumuyiwa Adejobi, on Wednesday, said that the Lagos State Government had cancelled the ceremonial parade in adherence to COVID-19 regulations.

According to him, the cancellation of the ceremonial parade by the state government is to discourage the gathering of more than 50 people in order to curb the spread of COVID-19 pandemic.

We will not allow any gatherings, rallies or protests against the sovereignty of Nigeria in Lagos State as the country marks its 60th Independence anniversary,” Odumosu said.

The commissioner appealed to parents and guardians to warn their children and wards to desist from being mobilised to wage war, join any rally or protest against the Federal Republic of Nigeria.

“Any youth arrested for such act will be prosecuted.

“I urge the general public to be law-abiding and desist from violence and any act that is capable of disrupting the sovereignty of Nigeria,” Odumosu said.

The statement also quoted Mr Celestine Okoye, the Deputy Inspector-General of Police (DIG) , Department of Information and Communication Technology, as saying that it was important to maintain law and order in the state.

Okoye also warned the officers and men of the command to act within the ambit of the law in every situation and repel any force capable of disintegrating the country.

;

As part of the efforts to mitigate the impact of the Covid-19 pandemic, the Central Bank of Nigeria (CBN) has introduced the Healthcare Care Sector Research and Development Intervention Scheme (HSRDIS).

The scheme is expected to be funded from the development component of CBN’s Micro, Small and Medium Enterprise Development Fund (MSMEDF).

The scheme provided for a maximum of N50 million grant earmarked for research activities and a maximum of N500 million grant for development and manufacturing.

According to the bank's official website, www.cbn.gov.ng, the intervention scheme was to help strengthen public healthcare systems with innovative financing of research and development in new and improved drugs, vaccines and diagnostics of infectious diseases in Nigeria.

It said: “Specifically, HSRDIS is designed to trigger intense national research and development activities to develop a Nigerian vaccine, drugs and herbal medicines/medical devices against the spread of COVID-19 and any other communicable or non-communicable diseases.

“This will be done through the provision of grants to biotechnological and pharmaceutical companies, institutions, researchers and research institutes.

“The grants will support research and development of drugs, herbal medicines/medical devices and vaccines for the control, prevention and treatment of infectious diseases.”

The scheme was also designed to boost domestication of critical drugs and vaccines to ensure their sustainable domestic supply and reduce their bulk manufacturing cost in Nigeria.

The apex bank further explained that the overall objective is to reduce Nigeria’s dependence on other countries for those critical drugs and vaccines.

Disbursement under the scheme shall be made to beneficiaries in tranches subject to approved milestones achieved.

The agency explained that this has become neccessary because individuals have two separate opportunities for infection.

It further stayed that the five-day pre-departure test timeline is still not a guarantee that infections will be averted.

Director-General of the NCDC, Dr. Chikwe Ihekweazu, who disclosed these in Abuja during the Presidential Task Force (PTF) on COVID-19 briefing said people can get infected before and during travel, hence the need for a post-departure test.

Ihekweazu said five per cent of returning travellers to Abuja tested positive for COVID-19.

According to him, "Every Nigerian has the right to come into the country but they don’t have a right to infect other Nigerians. So, we have put a little bit of a preventive measure as similar as many other countries in the world to enable us to protect ourselves because we know we do not have a strong health system as you may have in the countries that they are living in. The pre-departure test is more or less a standard by most countries in the world now.

“A post-departure test is necessary even with a pre-departure test for two reasons. You have two separate opportunities for infection – one is in the five days prior to travel. Initially, we limited it to 72 hours, then to six days, and now we have moved it to five days.

“Because we recognise that many Nigerians were complaining that sometimes they have to go on adjoining flights before getting to the airport of departure, and therefore, it becomes a bit tricky.

“I just saw an announcement by the United Arab Emirates announcing that they too will require a pre-departure test but 96 hours before departure. So, by our allowing five days, we are fairly generous.”
