Gombe sinks N20.24b on its completed second phase special development zone

The Gombe Geographic Information Systems (GOGIS) says the State Government has expended the sum of N20.24b for the construction of 20.55 kilometres of access road network in the completed Second Phase Gombe Capital Special Development Zone Project, also known as Shehu Abubakar District.

The Director General of GOGIS, Dr Kabiru Usman Hassan, stated this after going round the special development zone adding that the intervention was also aimed at restoring connectivity, open up the district, and support modern urban circulation.

He said, “Government also undertook a strategic erosion control intervention covering approximately 7.5 kilometres of gullies from Gombe International Hotel up to Nayi-Nawa, valued at 3.98 billion, to arrest the ravaging gully erosion, protect existing and future developments, and stabilize the district for sustainable growth.

“Alongside these interventions, the redesigned Shehu Abubakar District was deliberately structured to reflect contemporary urban needs and to position the area as a credible investment destination”, he announced.

According to him, the new design restores and strengthens public-use land allocations and provides additional public facilities critical to a functional district.

These provisions include, a Police Station, Fire Service facility, District School, Islamic Centre, Church, Neighbourhood Centre, Recreational Centre, Community Clinic, Hospital, Health Service Centre, and other essential community-support infrastructure.

Dr Kabiru also revealed that in compliance with statutory requirements and administrative due process, contemplated under the relevant laws, GOGIS conducted an open and duly advertised documentation and verification exercise for affected allottees.

He explained that this was part of the State Government’s land reform agenda for the district which commenced on Tuesday 17th September, 2024 for all land allottees. Accordingly, GOGIS Customer Service Centre and was open for that purpose on working days between 9:00 a.m. and 4:00 p.m. with an initial closing date of Monday, 30th September, 2024.

However, after the successful conclusion of the documentation phase and in furtherance of Government’s obligation to ensure orderly Land Administration under Sections 1 and 5 of the Land Use Act, the Agency commenced issuance of new allocation letters, prioritizing individuals whose titles were revoked by the Order 007.

The exercise began between Monday, 24th November to Monday, 16th December, 2025, as the deadline for collection of allocation letters and completion of the recertification process.

After the initial deadline for recertification and from affected individuals, GOGIS approved a final extension of the exercise as a last opportunity for eligible allottees to regularize their interests.

This final window ran from 5th January to 16th January, 2026, and was clearly communicated as the final extension, having corrected a lot of illegal land ownership practices and disputes.

“With these reforms”, Dr Kabiru pointed out, “Shehu Abubakar District has been repositioned as a liveable, orderly, and investment-ready district secured by law, strengthened by infrastructure, protected against erosion risks, and structured to meet contemporary urban needs courtesy of Governor Muhammadu Inuwa Yahaya”.
