Governor Nasir El-Rufai of Kaduna state has approved the appointment of Alhaji Ahmed Nuhu Bamalli as the 19th Emir of Zazzau.<\/p>\n\n\n\n

Bamalli who is from the Mallawa ruling house is the first emir from the Mallawa ruling house in 100 years.<\/p>\n\n\n\n

\"Too many of the people we have assigned to protect our citizens have shown themselves unworthy of that calling. Their actions betray our trust and wreak unquantifiable damage on the already frayed fabric of our society,\" he said.<\/p>\n\n\n\n

The Speaker therefore deemed it fit for the parliament to step in to draft additional police reforms to ensure that NPF are appropriately held accountable for their actions.<\/p>\n\n\n\n

\"For the benefit of a functioning system of policing in Nigeria, it is now necessary that parliament steps in to introduce an independent, fair and practical approach to ensure that those to whom we grant the authority to act in the name of the State, are held to the highest standards of professional conduct.<\/p>\n\n\n\n

\"Over the next thirty days, the House of Representatives will work with the Nigeria Bar Association (NBA), with civil society and with Nigerians of good conscience to draft new legislation that establishes a system of independent accountability that: \"holds erring members of the Police Force to account for their conduct in the performance of their duties and imposes civil and criminal liability for violations of the Police Code; and also compels the Nigerian Police Force (NPF) to take responsibility for the failures of training and discipline that leads to such violations.<\/p>\n\n\n\n

\"The constitution of the Federal Republic of Nigeria in Section 215(5) states that \u201cThe question whether any and if so what, directions have been given (to the Police) under this section shall not be inquired into in any court\u201d. This provision presents a singularly obstinate obstacle to any system of effective judicial review of policing in Nigeria. Therefore, any reforms of the operations of the Nigeria Police Force (NPF) must include a constitutional amendment to expunge this painfully undemocratic clause from our country\u2019s constitution.<\/p>\n\n\n\n

\"Substantive and wholesale reform of policing institutions is never an easy undertaking. From Europe to America, and across Africa, we have seen such efforts begin and falter. Governor Nasir El-Rufai of Kaduna state has approved the appointment of Alhaji Ahmed Nuhu Bamalli as the 19th Emir of Zazzau.<\/p>\n\n\n\n

Bamalli who is from the Mallawa ruling house is the first emir from the Mallawa ruling house in 100 years.<\/p>\n\n\n\n

The last emir from that ruling house happens to be the grandfather to the newly appointed emir who passed away in 1920.<\/p>\n\n\n\n

A statement issued by the Commissioner of Local Government Affairs, Alhaji Ja\u2019afaru Ibrahim Sani on Wednesday, said that Alhaji Ahmed Nuhu Bamalli succeeds His Royal Highness, Alhaji (Dr.) Shehu Idris who died on Sunday, 20th September 2020, after reigning for 45 years.<\/p>\n\n\n\n

The statement further said that \"Governor El-Rufai congratulated His Royal Highness, Alhaji Ahmed Nuhu Bamalli on his appointment and wished him a successful and peaceful reign as Emir of Zazzau.<\/p>\n\n\n\n

\u2018\u2019Until his appointment as Emir of Zazzau, Alhaji Ahmed Nuhu Bamalli held the title of Magajin Garin Zazzau and served as Nigeria\u2019s ambassador to Thailand, with concurrent accreditation to Myanmar<\/p>\n\n\n\n

\u2018\u2019He has been a permanent commissioner in the Kaduna State Independent Electoral Commission in 2015,\u2019\u2019 the statement added.<\/p>\n\n\n\n

According to the Multiple Indicator Cluster Survey (MICS) 2017 report, only 37.5 per cent of deliveries in Nigeria take place at a health facility and only 43 per cent of women are attended to by skilled health personnel during birth. Following delivery, just 49 per cent of pregnant women attend ANC clinics for the recommended minimum four visits.<\/p>\n\n\n\n

\u201cThe potential to improve on the statistics is huge with the progress being made under the EU-funded project,\u201d Bhanu Pathak, UNICEF Chief of Field Office Bauchi, said during in a speech at the inauguration of the Major Aminu PHC.<\/p>\n\n\n\n

Security at the National Assembly has been tighten ahead of President Muhammadu Buhari's 2021 budget presentation.
Buhari is expected to present a N13.08 trillion budget proposal for 2021 before the joint sitting of the National Assembly (Senators and members of House of Representatives) by 11am on Thursday, 8th October 2020.
Anyone who is conversant with the movement of the President would immediately know on arriving the National Assembly that the country's number one man would be visiting. The security at the NASS has been boosted and tightened with mostly men of the Department of State Security (DSS) who were deployed specially for the occasion.
As early as 6am on Thursday, men of the DSS have taken over the security at the inner gate alongside the Sergents-at-arms.
The two main entrances have been fully taken over by mixture of men in black suit and DSS official uniform.
The Assembly Lobby to the Green Chambers and the lower entrance that leads to the banks
are manned by the security operatives.
The side entrance of the Green Chamber, where the joint sitting would hold has beenntaken over by Villa security, while a mixture of men from the DSS and Sergeants-at -Arms secured the main entrance.
A special gate pass were provided for those cleared to have access into the assembly for this annual ritual of budget presentation by the country's leader.
Journalists who were not issued tag had tough time getting through as theybwere denied access until a senior official intervene before they were cleared and allowed in after about one hour waiting.
Besides, only those who have business in the premises were allowed in as most workers have been asked to stay at home through an internal memo issued the previous day.
The corridors of the NASS are empty today. But this could be attributed to a circular signed by the Secretary Directorate of Human Resources and Staff Development , Elder Felix Orumwense on behalf of the Clerk to the National Assembly telling workers to stay away from work.
The memo reads in part: \"consequently, all staff are strongly advised to stay away from the office premises in that day (today) except those in essential duties and others officially permitted and tagged by identification.<\/p>\n\n\n\n

Security at the National Assembly has been tighten ahead of President Muhammadu Buhari's 2021 budget presentation.
Buhari is expected to present a N13.08 trillion budget proposal for 2021 before the joint sitting of the National Assembly (Senators and members of House of Representatives) by 11am on Thursday, 8th October 2020.
Anyone who is conversant with the movement of the President would immediately know on arriving the National Assembly that the country's number one man would be visiting. Major Aminu PHC is one of scores of clinics that have been renovated by UNICEF with funds provided by the European Union. The project, called \u2018Support to Strengthening Primary Health Care and Community Resilience for Improved Maternal, New-born, Child Health & Nutrition (MNCHN) Outcomes in Northern Nigeria\u2019, covers the states of Adamawa, Bauchi and Kebbi. Its objective is to improve maternal, newborn and child health care and nutrition services in the project\u2019s states of coverage.<\/p>\n\n\n\n

Since its initial funding in 2017, the project has had a positive impact on primary healthcare services in its states of focus.<\/p>\n\n\n\n

In Adamawa, it has provided means for the hiring of no fewer than 1,130 health workers in different service areas, and ensured that the state\u2019s 226 Primary Health Care Centres are functional 24 hours a day, Additionally, under the project 140 PHCs are being refurbished and will receive vital equipment such as delivery beds, microscopes, baby dressing tables, mobile storage units and essential medicines.<\/p>\n\n\n\n

\u201cWe commend UNICEF and EU for bringing positive development to the health sector in Adamawa State,\u201d said Dr. Batulu Muhammad, Executive Chairman of Adamawa State Primary Health Care Development Agency. He was speaking during the handover of the renovated PHC back to the Adamawa State government. \u201cCommunity members must maintain the facility for optimal health care delivery,\u201d he added.<\/p>\n\n\n\n

According to the Multiple Indicator Cluster Survey (MICS) 2017 report, only 37.5 per cent of deliveries in Nigeria take place at a health facility and only 43 per cent of women are attended to by skilled health personnel during birth. Following delivery, just 49 per cent of pregnant women attend ANC clinics for the recommended minimum four visits.<\/p>\n\n\n\n

A peep into the proposed 2021 Federal budget shows a total expenditure of N13.08 trillion as contained in the 2021 to 2023 Medium Term Expenditure Framework and Fiscal Strategy Paper as passed by the House of Representatives.
The 2021 budget is expected to be based on this Framework.
Summary of the 2021 revenue and expenditure framework shows proposed revenue to be N7.89 trillion, which leaves the a budget revenue shortfall of N5.20 trillion. The deficit budget is expected to be funded partly through new loans and other means available to the government which is estimated in the region of N4. 28 trillion (including Foreign and domestic Borrowing)
Daily crude oil Production has been pegged at 1.86mbpd, while the crude oil benchmark price is pegged at USD$40 per barrel Exchange rate N379\/US$.
Accordimg to the Medium Term Expenditure Framework and Fiscal Strategy Paper submitted by the President and passed by the NASS, GDP growth rate is -3.00% while Inflation growth rate is 11.95%;
On the aide of expenditure foe the year 2021, the government is expected to make Statutory transfers to the tune of N484.49 billion; while the sum of N3. 12 trillion is set aside for Debt Service.
Other areas where the fovernmwnt intend spending money in the coming year include Sinking Fund N220 billion; Pension, Gratuities & Retirees Benefits -N520.69 billion.
A total sum of N5.67 trillion will go for Recurrent (Non-debt) while N3 .76 trillion will be splashed on Personnel Costs (MDAs + GOES)
On Capital expenditure (exciusive of Transfers), the government hopes to spend -N3.58 trillion. Security at the National Assembly has been tighten ahead of President Muhammadu Buhari's 2021 budget presentation.
Buhari is expected to present a N13.08 trillion budget proposal for 2021 before the joint sitting of the National Assembly (Senators and members of House of Representatives) by 11am on Thursday, 8th October 2020.
Anyone who is conversant with the movement of the President would immediately know on arriving the National Assembly that the country's number one man would be visiting. The security at the NASS has been boosted and tightened with mostly men of the Department of State Security (DSS) who were deployed specially for the occasion.
As early as 6am on Thursday, men of the DSS have taken over the security at the inner gate alongside the Sergents-at-arms.
The two main entrances have been fully taken over by mixture of men in black suit and DSS official uniform.
The Assembly Lobby to the Green Chambers and the lower entrance that leads to the banks
are manned by the security operatives.
The side entrance of the Green Chamber, where the joint sitting would hold has beenntaken over by Villa security, while a mixture of men from the DSS and Sergeants-at -Arms secured the main entrance.
