it is with immense honour, gratitude and profound admiration that we celebrate a remarkable Nigerian whose life has been defined by service, resilience, courage, intellectual depth and an enduring commitment to the welfare of his people.
Born on 5th October 1958 in Duguri, Alkaleri Local Government Area of Bauchi State, Senator Bala Abdulkadir Mohammed’s journey from a modest beginning to the highest political office in his home state is a compelling story of determination, hard work and purposeful leadership.

His educational foundation was laid at Duguri Primary School, where he obtained his First School Leaving Certificate in 1971. He proceeded to Government Secondary School, Bauchi, where he obtained his West African School Certificate, before attending the North-East College of Arts and Science for his Advanced Level education. In 1979, he gained admission to the University of Maiduguri and graduated in 1982 with a Bachelor of Arts degree in English Language. He subsequently attended the Administrative Staff College of Nigeria (ASCON) for a general management course and undertook further professional training.

FROM THE PEN TO PUBLIC SERVICE

Senator Bala Mohammed began his professional journey in journalism immediately after university. He served as News Editor of The Mirage Newspaper in Jos, worked as a reporter with the News Agency of Nigeria (NAN), and later became the Benue State Editor of The Democrat Newspaper.
Those formative years in journalism were not merely the beginning of his professional career; they helped shape the inquisitive mind, communication skills, courage and broad understanding of society that would later distinguish him in public administration and politics. Indeed, His Excellency has repeatedly acknowledged that journalism profoundly influenced his political outlook and understanding of public service.

In 1984, he voluntarily left the journalism profession for the Federal Civil Service, beginning as an Administrative Officer in the Federal Ministry of Internal Affairs. Through diligence, competence and intellectual capacity, he rose steadily through the ranks.
His distinguished civil service career took him through the Cabinet Secretariat of the Presidency, the Federal Ministry of Solid Minerals, the Federal Ministry of Power and Steel, the Federal Ministry of Transport, the Nigerian Railway Corporation, the Ministry of Aviation and the Nigerian Meteorological Agency. He eventually attained the rank of Director before voluntarily retiring from the civil service to pursue a broader political calling.

This progression, from journalist to administrator, from administrator to director, and ultimately from technocrat to elected political leader , demonstrates a life built on privilege, opportunity, experience, discipline and preparation.

THE SENATOR WHO PUT NATIONAL INTEREST ABOVE POLITICAL SENTIMENT

In 2007, Senator Bala Mohammed was elected to represent Bauchi South Senatorial District in the National Assembly. In the Senate, he served in several important committees, including Aviation, Communications, Finance, Public Accounts, Rules and Business, Environment, Labour and Productivity, while also serving as Secretary of the Northern Senators Forum and Vice Chairman of the Senate Committee on Aviation.
But beyond committee assignments, his Senate years will forever be remembered for one extraordinary moment of constitutional courage.

In February 2010, at a time when Nigeria was engulfed in uncertainty over the prolonged illness and absence of President Umaru Musa Yar’Adua, Senator Bala Mohammed played a leading role in the movement for the adoption of the Doctrine of Necessity . He was among the senators who confronted the constitutional and political impasse and advocated a solution that enabled the then Vice President Goodluck Jonathan to assume the powers of Acting President. His intervention was driven by responsibility of legislators to prevent political paralysis and protect the stability of the Nigerian state.
That episode remains one of the defining chapters of Senator Bala Mohammed’s national public service career. It demonstrated his willingness to take difficult decisions at moments when national interest demanded courage rather than convenience.

SERVICE TO NIGERIA’S CAPITAL AS FCT MINISTER

Following his Senate years, President Goodluck Ebele Jonathan appointed Senator Bala Mohammed , Minister of the Federal Capital Territory in 2010, a position he held until 2015.
As FCT Minister, he brought to the administration of Abuja the experience of a journalist, civil servant, legislator and administrator. His tenure was associated with efforts to restore the Abuja Master Plan, reform land administration, expand infrastructure, improve transportation networks, develop satellite towns and strengthen the institutional capacity of the FCT Administration.

His stewardship of the Federal Capital Territory further established him as a public servant capable of translating ideas into programmes and programmes into visible development.

THE MANDATE TO REBUILD BAUCHI

In 2019, after years of national service, Senator Bala Mohammed returned to Bauchi with a vision to rebuild, renew and reposition the state. The people responded by electing him Governor of Bauchi State. In the 2019 governorship election, and was subsequently sworn in on 29th May 2019.
Four years later, the people of Bauchi renewed their confidence in his leadership in the March 2023 governorship election,
His re-election was therefore not merely a political victory; it represented a renewed mandate to consolidate the development foundation laid during his first administration.

A TRANSFORMATION AGENDA WRITTEN IN INFRASTRUCTURE, ROADS , SCHOOLS, HOSPITALS AND HUMAN CAPITAL DEVELOPMENT

Governor Bala Mohammed’s administration has pursued a broad development philosophy built around infrastructure renewal, social welfare, economic revitalisation, institutional reform, environmental sustainability, tourism, women and youth empowerment.
The administration has invested heavily in road infrastructure, connecting urban centres with rural communities and opening up agricultural and economic corridors. Its rural access initiatives have included collaboration with development partners under the Rural Access and Agricultural Marketing Project, designed to connect farmers with markets and stimulate rural economies.
Education has equally remained a major pillar. The administration declared a state of emergency in health , education and embarked on extensive rehabilitation and construction of schools, recruitment of teachers, support for tertiary education and scholarship interventions. Official state records indicate that hug some of money had been committed to revitalising education , alongside substantial classroom construction and rehabilitation.
In healthcare, the administration has expanded investment in primary and secondary health facilities while strengthening partnerships with UNICEF and other development organisations. In 2025, for instance, the state sustained major counterpart funding for primary healthcare interventions, while in 2026 the government reported continued investment in maternal and child health and nutrition programmes.
Housing has also featured prominently in the administration’s social development agenda, including the construction of housing units across the state’s emirates. The broader vision has been to ensure that development is not concentrated solely in the state capital but reaches communities across the state.

Agriculture, women and youth empowerment, water supply, mining, investment promotion and economic diversification have similarly received attention. More recently, Bauchi’s mining reforms have been credited with attracting investment and creating employment opportunities, while the administration has continued to pursue agriculture as a major pillar of economic transformation.
The significance of these interventions lies not only in the physical projects themselves but in the philosophy behind them: that government must be felt in the daily lives of ordinary citizens.

A LEADER WITH HUMAN FACE

Beyond official responsibilities, Senator Bala Mohammed is widely known for his compassion, accessibility and concern for the vulnerable.
His family has also maintained a strong humanitarian tradition. His wife, Hajiya (Dr.) Aisha Bala Mohammed, is the founder of the Al-Muhibbah Foundation, a humanitarian organisation focused particularly on women, children and vulnerable members of society through education, healthcare, skills acquisition, economic empowerment and community development.

The Governor’s personal life reflects a strong family orientation , and together they have raised a family whose members have pursued different professional and entrepreneurial interests. The family has also been blessed with grandchildren.

This dimension of his life is important because it reveals the man behind the office: a husband, father, grandfather, community leader and humanitarian whose public philosophy is deeply influenced by the value of family and service to others.

A LEGACY STILL BEING WRITTEN

At 68, Senator Bala Abdulkadir Mohammed has traversed an extraordinary arc of public service: from the newsroom to the Federal Civil Service; from the civil service to the Senate; from the Senate to the Federal Capital Territory Administration; and from national service to the governorship of his home state. Only few public figures can point to such a breadth of experience.
His story is also a story of Bauchi itself , a story of a man who returned home after years of national service determined to deploy his experience for the transformation of the land of his birth.

As we celebrate him today, we celebrate the journalist whose pen sharpened his understanding of society; the civil servant whose career demonstrated diligence and professionalism; the senator whose courage at a critical moment of Nigeria’s history helped resolve a constitutional impasse; the FCT Minister who brought his administrative experience to bear on the development of Abuja; and the Governor whose administration has placed infrastructure, education, healthcare, human capital and economic development at the centre of Bauchi’s transformation.

His Excellency , Senator Bala Abdulkadir Mohammed, CON, at 68 represent a remarkable journey of service, sacrifice, courage, resilience and achievement.

On behalf of the Government and good people of Bauchi State, your friends, associates, political family , hard working staff, and the many people whose lives have been touched by your leadership, we warmly felicitate with you on this auspicious occasion.

May Almighty Allah continue to grant you sound health, wisdom, strength and divine guidance. May He preserve you and your family, increase your capacity to serve humanity, and grant you many more years of fulfilment and purposeful leadership.

May the years ahead bring even greater accomplishments to your life and may your enduring commitment to Bauchi State, Nigeria and humanity continue to inspire generations yet unborn.
