Health insurance: FCT targets enrollment of 80%  informal sector

The Federal Capital Territory has targeted enrollment of 80% of the population of the FCT under the health insurance scheme.

The National Health Insurance Act has made health insurance mandatory for all workers.

Consequently, FCT Health Insurance Scheme entered into an agreement with Health Management Organisation, Ultimate Health.

Both parties have signed a Memorandum of Understanding which aimed at enrolling the informal sector, which constitutes 80% of FCT residents. 

The scheme has set a N13,500 annual basic premium for individual enrollment for the health insurance scheme in the FCT, while the National Health Insurance Scheme is N15,000. 

The Director, FCT HIS, Dr. Ahmed Danfulani and Dr. Lekan Ewenla, Managing Director and Chief Executive Officer, Ultimate Health signed the MoU for their respective organisation. 

The signing ceremony was equally attended by leadership of National Association of Proprietors of Private Schools, Abuja Chapter, Private security organisations and Automobile Technicians Association of Nigeria, Abuja  

Speaking shortly after the signing ceremony, Danfulani said, ” The Health Insurance space had started long time ago but we are yet to really organise or formalise the enrollment of the informal sector, which largely contained a lot of people that we needed to bring into this scheme. 

” By estimation, it is even more than 80% the lives we are supposed to. 

“So, today, we are starting a new chapter in the enrollment process. By engaging an HMO to fast track this business of enrollment of the informal sector and that is why we’re starting with the schools and the private guards and I am sure that a lot of other private sector driven firm will come on to this scheme.”

On his part, Dr. Ewenla said, “it is the statutory responsibility of every employer of labour to pay medical allowance to their workers. 

“So what we are here to discuss is to encourage individual employer of labour to begin to convert the medical allowance of their staff to health insurance scheme for them. That was exactly what the Federal Government did. 10% of their basic salary was converted as health insurance premium for them.”

He also stressed that the current law has made health insurance mandatory for all Nigerians.

” So, what you see us doing today is the implementation of the health insurance law, focusing on FCT residents,” he added. 

 He stressed that the MoU aimed to make healthcare affordable, accessible and equitable to all Nigerians.
